Current Position:  Senior Planning Engineer

Responsibilities:  Employed  in the Projects Division of the Airport Authority, involved in the Project planning supervision and progress monitoring of construction contracts for the new Hong Kong International Airport at Chek Lap Kok (CLK).

Transferred to CLK site in 1993 to provide planning support for the ongoing CLK reclamation contract (C201) & subsequent supervision of individual construction contracts. Duties involved the review of contractor’s planning & programming submissions, monitoring of the Contractor’s Works Programme, management of contract interfaces including preparation of Coordinated Construction Programmes and preparation of regular progress reports.

Other duties have involved preparation of  tender documents and  technical review & analysis of tender returns for a number of  contracts including the HK$9 billion Passenger Terminal Building  Contract & the HK1.7 billion Ground Transportation Centre & Approach Roads.

Jan 96 - Present:  Senior Planning Engineer heading  a team of 4 planning engineers & 2 CAD draftsmen for the HK$1.7 billion Ground Transportation Centre (GTC) contract.  The GTC contract involved construction of the new CLK, MTRC Station & railway viaducts for the Airport Express Railway, elevated Terminal Building Access structure, expressway roads and bridges, the bus station, coach & taxi stands, car parks, road viaducts & numerous ancillary buildings + over 30Km of major utilities supplying the Terminal building & the railway station.

Currently involved in assisting the Authority’s claims consultant for the analysis & resolution of the contractors claims.

Position:  Planning Engineer

Responsibilities:

Employed as a project Planning Engineer at the company’s head office in Riyadh.  Major contract responsibility was planning supervision for construction of the new King Fahd International airport at Dhahran where J&P were the main contractors for the construction, architectural fit-out & E&M building services installation of the Terminal Building & Concourses  (US$250M).  

Responsibilities encompassed construction planning, preparation & updates of contract programmes,  cost schedules and assisting the site staff with the programming & resourcing of works. Duties involved progress & procurement tracking and the preparation of progress reports, cost reports & procurement schedules for internal purposes and submissions to the Project Management.

Also responsible for the preparation of  programmes & method statements for tenders & providing planning support for a number of ongoing construction contracts. These included a major highway contract in Dubai, airbase facilities in Saudi Arabia for British Aerospace & a housing contract in Egypt. I was also involved in the development of the Company Quality Manual in accordance with ISO 9001.

Responsibilities:

Employed in the Land Development section involved in the design & development of underutilized and redundant areas including docklands, waste & greenfield sites.

Main responsibility involved the development of a business park on a green field site at Bicester, central England. Responsibilities included site survey, road, pavement & drainage design, liaison with Statutory Authorities and the British Railway Board and preparation of the contract documentation. I was appointed the Resident Engineer for Phase 1 of the works, which consisted of the construction of 1km of the dual carriageways  (Bicester Eastern Perimeter Road) and included a rail level crossing  & major utility installation for the Business Park. 

Employer:  Saudi Arabian Ministry of Defence & Aviation.  Operation & Maintenance Directorate, King Khalid Military City, Hafr-al- Batin,. Saudi Arabia

Position:  Design Engineer & Construction Superintendent

Period of Employment:  Oct 86 - Mar 88

Responsibilities:

Initially employed in the engineering design office responsible for accepting handover of major military & housing facilities  from the American Corp. of Engineers following construction of the  new King Khalid Military City (KKMC) complex (US$19 billion) in northern Saudi Arabia. These included Command HQ, tank shelters and training facilities.  

Subsequently responsible for the implementation & supervision of the Civil & Building Operation & Maintenance  works for the complex which encompassed  design & construction supervision of new facilities undertaken by the inhouse major works department. These included a sports complex, water treatment plant, equestrian centre, a 100-hectare city park  & airport buildings. In 1987 I was promoted to  Construction Superintendent  to head the inhouse civil construction division of 75 operatives & a fleet of major construction plant responsible for all new civil & building works undertaken   by the O&M Directorate within the complex.

Responsibilities:

Employed in the Structural Engineer’s office of LUL’s Railway Civil Engineering Department responsible for the design & supervision of  remedial & new works to underground stations, tunnels, depots & facilities across LUL’s railway network. Also involved in preparation of  contract  documents, tender reviews &  site supervision including final account certification for the major upgrading programme of the Underground system.

Responsibilities:

Employed in the Contracts section responsible for the administration & supervision of new build & refurbishment building contracts for private, housing association, local authority & church clients under the JCT form of contract. Projects included school & church refurbishment & new housing developments.

Projects ranged from schools and house refurbishment, for local authority clients, to a new city office block  & housing developments for private clients.
