EXPERIENCE
RECORD 1997 - present Kowloon Canton Rail Corporation Working within the Railway Operations and Systems team on the West Rail and East Rail Extensions projects. Developing the permanent way design, construction plans and contract documentation for the 30.3 route km West Rail and providing technical assistance for the three East Rail Extension projects, around 20 route km. All of the new lines are predominantly non ballasted trackform constructed in areas of extensive development, environmentally sensitive areas and with limited access. 1997 - present Permanent Way Engineer Reporting to the Permanent Way Manager, supervising the trackwork consultant undertaking the permanent way technical studies; including development of trackforms to meet the stringent noise mitigation requirements, interaction with the civil structures, system safety design analysis, value engineering and optimising the design for constructablity to maximise the rates of installation within the limited construction window. Developing installation programmes, works areas, access requirements and drawings defining the interface between the permanent way and other project contractors, including track centres, derailment criteria, walkway location and sizing. Responsible for the development of the West Rail permanent way contract documentation, budget value over HK$1 billion; including co-ordination of the Particular Specification, application of standard documentation and finalisation of the commercial terms. Based on the installation programmes and following co-ordination with interfacing contracts, identification of key dates, milestones dates, descriptions and estimates for the associated liquidated damages. UK : Channel Tunnel Project Seconded to Eurotunnel PLC as a site engineer to work in an integrated project management team for the UK Tunnelling group on the Channel Tunnel Project (value £1.1 billion). 1990 - 1993 Assistant Section Manager Supervising a team of four engineers and assisting the section manager in monitoring and reporting on the permanent high speed track work installation, including design issues, methods of construction and quality records. Carrying out technical assessments of the Contractors’ proposed design and methods of working, leading to the approve of the contractors’ submissions in respect of quality and for major subcontract. Reviewing contractors’ claims and developing counter claims, assessing their value and impact on the project in relation to programme and cost. Developing construction and installation programmes to forecast project completion dates and to support management in discussions with the contractor. Resident Engineer on three small drainage contracts, largest value £333,000. Assistant Resident Engineer, Don Valley Intercepting Sewer Stage 2, £8.7 million. Responsible for checking setting out, shield control, face conditions and maintaining engineering records associated with the 4.11m diameter tapered gasketted bolted segmental main drive tunnel. Designing shafts and below ground reinforced concrete structures for Stage 3 of Don Valley Sewer.
